Check the wiring and connection to the temp sensor.

First thing I would do is make sure there is no air in the system.
When you post it helps to know what year you have as there is slight differences as to the cooling systems and the best way to check them.

When the engine is moving the car it does work and makes heat, shifting to neutral, the engine makes little HP and makes little heat. Also what is ,"hot"? Normal C4 temperatures are around 190 F. You might also need to install a new thermostat, be sure to use the one that GM says belongs in it.

The sensor between cylinders 1 and 3 operates your dash temp gauge.
Also, it would help if you would state what year C4 you are asking help for.

Right, because GM moved that dash sensor around in various years. My 86 had it in the passenger side head and my 96 only has a plug in that 1/3 hole.

If temps follow immediately with engine speed I suspect an open to or at the sensor. First check for +5Vdc on the sensor wire; if present check resistance value of the sensor, it should read some finite value.

i suspect the 85E and 86L are wired the same. If they are:

On the 1986, the fan switch was between 1 & 3 and the dash temp gage was between about 4 & 6 (maybe 6 & 8, but it's the only one so you can't miss it).

I'd have to check the 85E FSM to see when voltage is present at the 1 & 3 switch. Maybe someone else can post that for you.

Are you saying the temp gauge rises and falls with engine RPM? It almost sounds like voltage induction from somewhere. Have you checked continuity and grounding on the sensor wire
