could exhaust tips cause weird sound?

could exhaust tips cause weird sound?
I had magnaflows put on,true duals with no cats with the dual rolled tips..it's hard to describe a sound but it's like an old train would sound that ran on coal(choo-choo-etc.
),mainly when it comes back down to idle is when it's the worst,when you give it gas it goes away..the shop is saying it's because the rolled tips aren't rolled all the way in and the air is catching the lip..could this really be causing this weird sound?I'm going to the shop tomorrow to try and get it fixed,but they said they would cut the rolled end off of the tips and unless I know this will work I'd rather not cut a set of $80 tips,and they won't take them back because they welded them on..can I just say I hate learning from mistakes,especially when they're so **** expensive
