Does it do it with the AC turned completely off?

Main fan should go on at 224 degrees and off at 212. But, as Duck suggested, when your AC is on MAX or your operating temp is over 220 with the AC on, your main fan should run. If this is not the case, you might need a new fan relay.

Won't fix it.
You have to join together the two wires that went to the pressure switch on A/c hard line .
If switch is open ( or wiring disconnected ) computer will think A/c is running and turn on fan

When you make the fix the main fan should go on @ 228* by your digital coolant gauge.

It wasn't designed to run all the time. It will wear out quicker and draw on your electrical system unnecessarily.
