My '95 with C60 manual temp control always had power to that LPS switch. Lots of searching and measuring led to taking the 'head' out of the dash. The Service Manual shows a rotary switch inside the head that controls cooling/heating function but to my surprise, the 'head' actually has transistor logic for control. The transistor that feeds that LPS was shorted (and looked like a peeled banana). 79 cents at Radio Shack and I was back in business.
You may have an open circuit transistor, therefore never voltage to LPS.
There are many other possibilities, like a malfunctioned high pressure circuit to investigate.
One caveat; the manual temperature control cable connection on the C60 is also different from what's shown in the service manual. I broke mine getting it loose so be very careful. As I recall (faintly) the disconnect direction is up not to the side.
