too hot????

Is my 89 running too hot? The cooling fan comes on at 228 degrees? Is this normal?
Only had the car a short time.

Help!

It wont start because it got to hot, beacuse the airfoil gave me to much horse power, and the dash is blinkin cause the temp gauge is pegged and shourting out the dash
