Could be jammed up in the lever assembly. Remove the seat cushion and then you can remove the cover. If you look at the pawl, etc, you will see how to release it with a screwdriver or other weapon. Be careful if it's under tension. If you don't use it much, it may need cleaning and a little grease when you get it released.
