On my 92 should both fans be on at the same time, all the time. Or does one kick on then when needed the other one kicks on. Why I'm asking is because the car was almost to 260 and one was on but the other wasn't. I know they both should have been at that temp but is it a fan or is it a module that is supposed to turn it on that is bad. Also is it too much trouble to make a manual switch to turn it on, then when the switch is off it will go back to auto? That way when I'm at the track in line the fans can run without the engine on.

Primary fan switches on around 228, secondary around 232 or 235.
If the A/C is on, the primary should turn on.
On my '92, the analog gauge will go to 260 (maxed out), but the digital gauge will be under 240. (at digital 245, the A/C, if on, will stop and turn to heater - I know this, because I've had cooling issues in the past).
When I've done autox, I turn the A/C on while idling in grid and that keeps the temp around 220. Without the A/C on, the temp should cycle from 230 to 215 or so.
You can reprogram the ECM to change the temp at which fans turn off/on. As for adding a switch, I can't imagine it's too hard. Check your FSM for the wiring diagrams. The relays are just under the left side headlight.

When sitting at idle, the temp should cycle from around 230 to 215 or so.
Personally, I don't worry until the digital gauge says the temp is over 240 - no matter what the analog gauge says. I suspect other people may worry sooner. Definitely, if your digital gauge hits 235 and the second fan doesn't come on, something's wrong.
If you're actually moving (highway), it should stay below 200.
Vader's site has some decent information on determining if you're overheating, but it's more L98-specific (in general, most of it applies).
I've got the 92. Primary fan at 228. Secondary (AC fan) at 235. These temps seem high to me, so I head it off by cranking the AC on at about 210 and my temperature stops right there, even while idling in traffic.
If you want to check, just start the vette and leave it parked in the sun ... it'll heat up quick. Stand up front and right around 228, you'll hear the main fan spin up - it's very audible. Then you'll hear the secondary fan shortly after.
