High NOx is caused by the combustion chamber temps being too hi. A non- opening egr is 1 cause but there are others. A lean mixture, vacuum leak, cat. converter or timing advanced. Look/listen for vacuum leaks then check egr operation. Check your timing and if its right on then retard it 2-3 degrees for retest. That will help lower combustion temp.
