Plugs should not be black. This is a sign of excessively rich mixture. Does your fuel pressure hold up for at least 30 minutes with the ignition off? If not you may have leaky injector/s or injector/s stuck open causing too rich mixture to start.
Spark should be at least 1/2" long. Bring a grounded wire near the boot of an unplugged spark plug wire during cranking. Badly carboned spark plugs can conduct and then will not spark. Did you measure cylinder compression?

Try to clean the pulgs and try again.
I picked up a good used MAF just to makes sure the car was not going to full rich condition.Could it be a bad IAC I did clean the Thottle body when rebuilding the motor with some carb cleaner.
Once before When I tryed to tune the car up I disconected the IAC the car would not start then.
Any codes? Try pulling fuses INJ1 and INJ2 out of fuse box and try to start with starting fluid. This will at least eliminate fueling problems as a cause, if still a no start.
Suggest connecting a timing light while your cranking and see whether you're near where you should be.
My thoughts too, sounds like the timing is retarded. Try turning the distributor counter-clockwise a tiny bit, 1/2 inch or so. If it sounds more like it wants to start then move it another 1/2 inch. Once it fires then you can set the timing. If you have the est wire unplugged, plug it back in until you get it running then you can unplug it again to set timing properly.

If you try this and it still doesn't start, you can stop worrying about the wet and dry plug situation and concentrate on getting a properly timed spark. You might look and see if the plug wires were placed in the firing order in the right direction on the distributor cap. You need three things for your engine to run, a proper fuel mixture, a properly timed spark, and compression. You have spark (you say you have tried everything timing wise) you are unsure of the fueling situation (easily checked) and I assume you have compression (also easily checked).
