I have a 94 base coupe with electronic climate control,with ac off the primary fan and ac compressor still runs,otherwise ac works great.Any ideas would help?

It is normal operation for the compressor and fan run in every mode except VENT.
Relay is finding a path to ground which is through the PCM (which also drives the fan to maintain average head pressures in the 200's. I'd guess that your Control Button isn't working. Scan it and if there's an a/c request, something is probably wrong with the Panel. A bi-directional scanner would be better because that will bypass the Controls and should get it to turn off. If it's not the Panel, it's in the wiring or Relay, though with the fan Cranking, something is telling the PCM to drive the Compressor.
The AC Clutch relay is located under the hood, mounted on the rear passenger side inner fender well. Color of the wires at the socket are 2 Brown wires, 1 Dark Green wire and a Dark Green/White wire.
At the compressor cycling switch the connector plug wires are a Dark Blue wire and a Dark Green/White wire or the wires could be
a Light Blue and Dark Green/Yellow wire.
