the cats go bad when raw fuel goes through them. then they will turn cherry red. the smoke on the outside just seems like some residual oil, antifreeze, or penetrating oil. you will need to check them with a vacuum gauge to know if the are blocked or not. there are some youtubes to show you how to do this. how long have you let the engine run? it will take a serious heat cycle to burn off any residue.
I sure they got raw fuel in both cats I was having alll kinda of issues getting this engine to run.
But One thing I learned the Hardway following the instructions is not always the best way to go.
We will let it go at that.
But at least now it runs.

you having to deal with California Emissions.... i can't tell you to just eliminate them and and get a y pipe with no precats. So you will want to get a new y pipe with cats just for peace of mind. the main cat may be an issue also.
my front cats got cherry red once i gutted them right away. I didn't want to even think about a fire issue.
I took the car off it jack stands it been on for the last 3 months now.
Rolled the car outside and wacthed the smoke issue in sun light The smoke is beeing cause by the injector tube on Number 7 cylinder is leaking some kind of fluid The tube is cracked.
The car go's in reverse fine but slips bad going foward plus is leaking trans fuild.
So the car back in the garage back on jack stands again.
I mite tomarrow pull the exhaust back off and pull the trany again.
This time send the trans out to get rebuilt.
Take the Exhaust manifold to work get it welded and try to find out what fluid is coming out of the air injector tube.
