Unless you need the stock one for smog, I'd say turn it in for scrap metal. The L-83 is 9:1 stock. I'm sure some extra CR would help, but I don't think I'd want to go 10:! just so that I can keep running regular
I'm currently looking into different heads. I'd love to run vortec heads so right now I'm searching for a junker or 2 of those that I can chop up to see if there is a way to drill them for EGR - gotta pass smog!
If that fails, there are some other options too. Summit has a pair of cheap cast iron heads for $619 a pair that are large chamber and 2.02/1.60's, but beyond that I'd probably go Edelbrock Performers or small AFR's/TrickFlows

Not sure it was that high till they got the to LT-1 with the reverse flow cooling - pretty sure the L-98's were 9.5:1 and that's with aluminum heads which dissipate heat better than cast iron so they are less prone to ping. They also had a much better computer than the L-83 has. The PROM in the L-83 is only 32K and the L-98 PROM is 128K I believe - and it is a faster computer as well.
There are alternatives for the L-83 computer, but I'm trying to stick with as much stock equipment as possible.
The other thing to remember is that an engine with lower compression can use a more aggressive timing map without pinging. In general this is better than a higher compression engine having knock problems and then having the computer pull back the timing - which you won't know is happening unless you're monitoring the knock system.
Small changes in compression don't make huge power differences like some people think. Sure, changing from 8:1 to 9:1 will certainly help, but changing from 9:1 to 10:1 is not a similiar change - in other words, it's diminishing returns as you run into cylinder pressure limits, engine knock, etc. I'd rather gain 40 hp from a great set of heads than 10 hp from a point in compression that causes ping and makes me back off the timing.
Place I know in San Diego doesn't even inspect. If you pass the sniffer test you passed. Drive down and get it smogged.
I think you have to stay in your own county for a smog test. Once tried to smog my camaro in redding california on way down from seattle and it wouldn't go through. but that was like 400 miles or so from where I lived.

Do they really look that close in CA at what you have? We have the same emissions stardard in AZ as you and they not only don't look, but wouldn't know if it was right or not.
What you could do is put a small blank off plate under the EGR with gasket and bolt it back on and nobody would know that difference, it should still pass. Just a thought if you want to go the Vortec route.
If one was to get that. I'd try to get it at a reduced price without the EGR. And then go buy an AC Delco EGR.
The EGR they have in the pic looks like it is one of those aftermarket Positive EGR's. As you want a Negative EGR, and I believe AC Delco is the only way to get one.

Yes, they can look that close. Some of the shops will also test your EGR valve by applying vacuum to it and checking for a change in engine RPM, so if it's blocked of (even if they can't SEE that it's blocked off) that alone would fail you.
What a waste of energy the numbers it blows out the pipe are what they are. i am so glad i do not live in a **** retentive state like CA.. sigh.. I thought CT was bad sure glad i live on the east side hurricanes and all are just fine compared tonthis news..

OH WOW! That sux for sure and you guys have some real emissions ****'s there in CA to go to that extreme. I don't even think they can spell EGR here at the stations or ID one two out of three times, which for me is a good thing.
