Sorry, looked up some info on this:

So some background:

I have the fully electronic AC, no levers/*****, all buttons.

Havent tried diag mode on the head end unit because I heard its very hard to route problems because you need service manual.

3 amp door fuse is good,
5 amp engine blower fuse is good.

No relay that I can see.

Red wire going to 2 prong connector of the Blower Control Module has voltage when fan is on.

Ac clutch engages when AC is on.

Does this sound like a BCM blow out?

You don't need a service manual (though I HIGHLY recommend that you get one) -- you've got us and the collective knowledge of the Forum.

That red wire should have 12 volts on it at all times. It's connected semi-directly to the positive battery terminal through a fusible link.

Possibly. We need more information to tell.

What year is the car? It makes a HUGE difference, as many things changed over the years, especially in 1990.

I have the 1984 -1996 Haynes manual and the GM 1984 - 1996 Repair Manual

Excuse me, it was getting 11.7V yesterday when I checked...I had originally put 12V.

Checked again with better ground and it hits 12V.

Try the HVAC diagnostics and see what you get.

In the middle of the dash, under the vents, toward the firewall, is a deflector that operates on a vacuum. It is controlled by a connection by the wiper motor. There is a 3-way connection and sometimes that dis-connects. Also there is a vacuum pot next to that deflector that goes bad. Sorry to say that pot can only be obtained by taking off the dash pad. You can access that deflector by taking off the vent cover and using a long probe, push it up and down. Mine would stay in the defroster mode. Good luck!!
