700R4 Transmission needing possible adjustment help..

I drive a 1984 corvette with the L83 engine and I was told it has the 700R4 transmission. long story short I believe it is out of adjustment because it shifts later then usual for example according to some research it is supposed to shift from 1st to 2nd at 18mph and it currently does it at about 23-25 mph. Also if I decide to have some fun an WOT it revs to about 6000 rpm and hangs there for a second before it shifts to second gear...this is a quick way to burn a transmission so I hope what I am saying makes sense.
Adjusting the TV cable should be very simple according to my research but here is the problem, I can't find it..I have looked at the engine left, right and all around. If you have an Idea of where it might be or if this is even the right way I am going or any general advice I'd appreciate it. Thank you
Thanks for the reply, I actually took the air filter cover off and I could see both TBs but I wasn't able to take off the under piece (the filter frame) because I did not know how and I didn't even have any tools. I can see the throttle cable running under there so it is probably there. Some body is coming to buy the car though and it is drive-able if anything it feels more sporty so I'll let the other guy deal with it if not I'll start getting deep.
Just make sure that the TV cable is tight at WOT. Not overly tight which can make the part throttle shifts late. If it is to loose the shifts will be early, it will not downshift and this can burn up the transmission. Just tight at WOT.

The baseplate needs to come off to get to the TV cable adjustment. To remove it, loosen the 4 10mm bolts next to the throttle bodies (they have retainers on them and won't come out all the way, just loosen). There are also a few hoses and vacuum lines that need to be disconnected.
