Default More on my idle issues

Ok, so I took off my TB gave it a thorough cleaning, and while I had it off played around with it a bit. I found that the blades were hanging up in the bores slightly, so I took some sandpaper to the edges. That made it alot better. That, with a different spring made the blades stop hanging up causing the high idling. However, I found that a few days ago, the engine got up to temp and I was sitting at a red light. My foot was nowhere near the throttle, and the engine revved up to 1k all on its own. I got home, put it in park, and it's still idling at 1k. Opened the hood, and to my surprise the blades were closed. When the engine is cold, it idles fine, but it does move around alot. Goes from 6-800 up-down-up kinda randomly. Idk what's causing this, my best guess is that something is causing the ECM to tell the IAC to open up more. There aren't any vacuum leaks.

I am missing my EGR solenoid, and there is a vacuum line going from something on top of the AC compressor that has all those tubes going to it. it's on the top and IDk where it's supposed to go. All the other vacuum lines are correct though, but instead of going to the solenoid they go to a little piece of plastic that ties them all together. I don't think that's right and I also think that may be what my problem is.
