When going up a bumpy driveway a few days ago, my dash lights (except speedometer) and fog lights went out. Not sure why.... Today I was driving home from work (@ 8pm) and got pulled over. I wasn't sure why, because I wasn't speeding or anything. The cop tells me my tail lights are out and gives me a ticket (my first ever ). What's weird is that my brake lights, headlights, and front and rear turn signals work. The rear lamps aren't coming on unless I press the brake though.
Anybody know why this could happen? I really hope it's just a fuse, but how could the rear lights only be out whenever I'm not breaking??

The brake lights operate from a different switch. The switch is located at the brake pedal and associated wiring is not in relation to the tail lights themselves, which are operated by the headlight switch and associated wiring.. Although the wires end up in the same place, the rear bulbs with dual elements, they do not take the same route.
If you think of the question: "how could the rear lights only be out whenever I'm not braking" .. the very simple answer is for you to think about what happens during daylight hours, when the tail lights would not otherwise be lit. Same concept.
As for the cause of your problem, someone else may chime in.
Id check the park light fuse. as far as the they have their own isuses. I do not have the link onn this comp but do a search and you should be able to find the repairs on here

Sorry, I should've worded that better. I know that during the day time the tail lights are not lit except for when I press the brake. My concern is that when the headlights are on they are not lit except for when I press the brake.
The one labled "BRAKE" was burnt. How funny! It makes the tail lights, dash lights, and fog lights all work. Well, I'm glad it was just the fuse. I wonder how much that ticket will be for...
After I posted my reply, I thought to myself that you most likely knew what I was typing, but figured I'd put it out there just in case.
The tail not working while the headlights were on would concern me, but I'd be much more concerned about the cluster going only partially out.
It wasn't the cluster going partially out... It worked fine! It was the other dash lights that were out (radio, info swithces, a/c controls, shifter panel, and wiper controls.
As another poster already "indicated", the marker type lights and the interior lights are all on the same circuit and they get their power through the headlight switch.
Something caused the fuse to blow when you hit a bump. That indicates a problem that hasn't been addressed by replacing the fuse. If it happens again, start looking for a frayed wire or a bad bulb socket.
