Normal; with the paper clip across A&B and ignition On the ECM is in "diagnostic mode".
In addition, if you start the engine and run the car the SES will flash. The duration of the On vs Off period indicates rich or lean. In closed loop mode at idle or under very light load the On/Off ratio should be about equal, indicating 14.7:1. This can be useful to detect a failed O2 sensor or related trouble.
