I noticed a black 3/4' rubber tube on the bottom of the starter that came off in my hand...is this a drain tube? does anyone sell replacements?

I've always presumed that its intended purpose is to prevent road spray from getting up into the motor housing, while still allowing moisture to escape via the weep hole.
Mine came off, too, when I was handling the starter while doing my clutch/flywheel job. There was a spring clip in the end of the tube, that I tried to spread back open so that it would once again grab the edges of the weep hole. This only sorta halfway worked, so I also applied a small bead of RTV to bond mine back on.
I don't know if this item is still available new from GM.
