if only the plastic is broke , you may be able to use a pair of chanell lock pliars to 'lever' it. you can also unbolt it and pull it. it only gets worse from there.
Yep, hopefully you can grab each cable and pull with a good pliers to get the hood open. You can get a replacement handle from one of the parts restoration places, Mid America, Corvette Central, etc....
I bought a complete kit , including upgraded springs, new in the box , from corvette recycling for $49 bucks. The stock springs are, in my opinion, the reason for so many problems with these hood release issues. After installing the new ,upgraded springs , and using them for a few months, I got rid of the "emergency" release cables that I made. They are just that reliable.
I went to pop the hood and the release handle broke off. How do I get under the hood now and how do I go about replacing the handle?
You can get this special Hood Release Tool at most Corvette parts houses for about $20. OR, you can make your own. Also, attached is a write-up on how to use the tool.

Do you know if this kit comes with installation instructions?

yes it did , and I seem like I'm selling them , but I'm not, after fighting , adjusting ,greasing , and just generaly being agravated by the stock parts, this was the best thing I've bought. you wont be sorry
It turns out that the release handle was not broken at all. The pin/shaft that goes through the release assembly that the handle itself rotates around had worked its way out after years of use. All I had to do was remove the housing and reassemble everything. As far as initially getting the hood open again, all it took was a yank on the cables...no pliers needed. Thanks to all for the great information.
