Possible but you usually screw up the terminals in the base levering the old chip out which is why most just cut the pins off the stock chip and install a 28 pin socket that allows for easy EEprom removal

No
The chip has to be programmed in a external burner.
If you have a 94+ PCM with internal memory you can reflash memory ( with correct software ) through the ALDL
