ecm power?

have no power to the ecm fuse. does any one know where the fuse gets power from? have been getting the sys flash and cheked the data wires all showed good, so i replaced the ecm and still sys flash no fuel pump and no spark. any ideas?

YEAR model and engine would be a benefit when asking for help
