I have a 94 vette and it has 87,xxx miles on it. I believe there is a chance it has never had a tune up(or atleast it has the same factory wires). It was in rough condition when I got it...The motor runs good it makes a little lifter noise at start up (goes away after warm up). For how much the shop is charging me to do the tune-up I want to make sure I change everything that needs to be fixed and be done with it. The opti-spark seems to be fine should I change it any way and what about the water pump and timing chain.
Your taking it to a shop for a tune-up? It would be much cheaper if you learn to do it yourself. Maybe a forum member who lives close would be willing to help you. No need to change the opti, wp, or timing chain unless they're giving you problems. There are methods to check timing chain wear, but with that mileage I don't think it's necesary. About the lifter noise, does it happen only for a few seconds until it builds up oil pressure or until the engine gets warm?

I'm out of town the next few weeks - a tune up on an LT1 is basically plugs and maybe wires.
Come out to Jim Ellis Chevrolet on April 16 for the local Corvette Car show - its $25 the day of the show and the WHOLE registration fee goes to Childrens Health Care of Atlanta.
Show runs from 10 AM - 2 PM, I'll be there!
The PCM compensates for wear. If fueling is correct, you will gain nothing with the typical tuneup. Better to scan it to see what it's doing. The lifter noise is a different issue, though for some GM's - notably the sixes, it was typical (according to GM) and covered by several Service Bulletins which essentially said there was no fix. Hard to believe that so you I'd check compression, make sure the correct oil is in it.
The opti-spark seems to be fine should I change it any way and what about the water pump and timing chain.
As the saying goes...if it works don't fix it. Timing chains don't generally need to be replaced except on high mileage vehicles as they stretch, but don't break like belts in Hondas do! And I'm talking +150K mileage or more vehicles.
I would just look at your owners manual for maintenance recommendations and go by that.

Thank you guys for being so helpful. After looking at some write-ups on this site I think I believe I can handle atleast the spark plugs.If no improvement on to the bigger stuff.

Nothing wrong with that I started on my Corvette at 26 I'd recommend changing the fuel filter too.

Uhh, the only thing I would be worried about is the sales guys trying to sell you a new Corvette!
The more corvettes the merrier - If you don't come I may wind up being the only C4 I plan to put the car on the trailer (its mostly a track car now) and hose it down Friday and drag it up there early on Saturday.
Lots of C3, C5 & C6 show up. A couple years ago we had 6 1963's and that didn't count the 63 race car!
Ages of participants range from teenagers to old farts.
