Hi guys, I've read all the how too's on replacing the bulb, but I can't get my arm (to short to big, and I'm a small guy) in behind the license plate to get the bulb out. One forum answer indicated you remove the whole housing. Is that necessary? Thanks for your help.

I had the same problem recently. Luckily, I got my daughter to take the two bolts out.
It's been awhile since I took mine out but I seem to remember you need to take two 10mm bolts out that hold the fixture into the bumper. Then you can manuever it over to the license plate opening and pop the bulb out. Now, the reason I haven't had to take mine out is because I replaced my bulbs with l.e.d. units. I got the round housings out. Then I took a dremel roto tool and cut out the gray plastic back of the housing. Then I put a standard 4" l.e.d. brake/turn/tail light unit into the housing. I used a little dab of silicone sealant to stick the 4" led unit to the backside of the stock red tail light lense. You can buy these 4" led lights at any truck stop or truck parts/repair/dealer. When you buy them just buy the pigtail wiring plug with them. Easy to cut off the factory plug on the C4 and splice the wires onto the new pigtail. Put it back together and you've got some brighter, longer lasting, and cooler looking tail lights. I used something like a 36 led fixture I think. My son did this to his C4 and used the 44 led lights. The only other thing is you'll likely have to replace the turn signal flasher under the dash since the led's don't draw much amperage and the older bi-metalic flashers don't heat up enough with the led bulbs. A new electronic flasher is only like $10. The led fixtures are about $20 I think. Pigtail is cheap. You could also replace the bulb with an led bulb but I think this looks cooler.
