If you have the space (which is doubtfull) you could put some plates to extend the headers out 3/8" from the heads. http://www.headersbyed.com sells header flange plates for their kits of various sizes.
Another option is shorter plugs if they have some for your heads. You could also try putting header wrap around the wires. Straight wire boots might help you get some space. You might try painting some heat shielding ceramic paint on the pipes that are near the plugs.

And if after trying all the recommendations, you still have the problem...there are other styles / mfg. of headers besides Hooker....I'm not being a smart a-- but if it isn't working then it isn't working. Maybe move on to a less frustrating exhaust set up??? :yesnod:

From those two pics, take a look at shorter plugs. See if they will get the boots in far enough to clear the tubes. I think 1/4" should be fine, if the headers are ceramic coated.
If that fails consider double mounting flange thickness with the shorter plugs.

I had a similar problem with plug #7. I ended up buying Accel Header plugs that are shorter than normal plugs and added Taylor's boot protectors and she is running great.
Bought all from summit racing - the set of plugs were less than $24, the boot protectors cost about $8 each.
