They are a type of heat sink. But they are also a great obstruction in air flow and are not needed. Be careful when trying to remove them on your own, you can damage the little wire in the MAF and then it's ruined.
That's the trick; duct tape across the inner tube ends. Then carefully clean out the dust and debris before removing the duct tape.

The story goes that during initial testing one MAF failed in extreme temps in Death Valley so the General added the heat sink fins.
Though the MAF in the Vette just failed I don't blame removal of these fins. They've been out of the '86 IROC's MAF for over 4yrs with no problem. Furthermore the replacement MAF has no heat sink and a screen on only one end.
Getting rid of the heat sinks is only good for around 50 cfm, and with them in place, the MAF is capable of 700 cfm, which is far, far, far more than the computer is capable of recognizing anyway.
