The ***** just wind off. The problem comes when the retaining clips rotate in their bases. Try pushing laterally to get the clip to "grab". Try multiple directions. Can't remember if you can "stab" the clip to hold it still -- if necessary.

This is the way to do it. Spray some PB Blaster under the plastic screw tops and then use your screwdriver, as mentioned above, to keep the bolt shaft from turning. Once you get them off, drill and rivet the tabs to the radiator shroud to keep them from spinning in the future.
