96 C4 Coupe Surging Issue

96 C4 Coupe Surging Issue
Hello to all,
I have a 96 Coupe that has started having an issue, It drives great until its really hot outside then at cruising it will start to surge but if I drop it into a lower gear it stops probably because it under a greater load.
So the things I have done already are
1.) Changed out the MAF with a new one
2.) New plugs and wires
3.) New OptiSpark
I have also checked for any vacuum leaks and cant find any.
Any ideas on this one? Any advise would be appreciated
