I m learning to use a Tech 1 I have aquired o my 89,it has the mass storage cartridge etc.
it runs the initial test "service engine" light constantly on and flashes code 12.,just when I try to check any thing else it says "receiving data" but after 10 minutes i give up.
I have checked and cleanded connections,but still the same.
Any suggestions?

I bought one in February (used) and it did the same thing. I tried another early GM car..nada... I did manage to get some of the tests for the CCM to function, but never any real-time serial data stream or codes.
I ended up sending the whole shebang, cord and all to Bosch/Vetronix service center up in Santa Barbara...a new main board, cable, keypad cover sticker, and $690 later, it was good to go.
If I would have known I was going to have $900 into it, I would not have bought one probably. I have fixed four cars with it though...most importantly, mine. I even found the data capture useful- it does a lot, it's just the interface is limited.
