94 AIR pump problems...

94 AIR pump problems...
Hi everyone.
Today I noticed a loud whining noise from my engine, turned out its the electric air pump. It keeps erratically turning on and off, especially when the car is hot.
Is it affecting performance and is the on and off normal?
Also my check engine light always turns on as the car is idling after some time and the engine is pretty hot but will turn off after driving on the freeway or when the engine cools down, can this be from the Air pump? Ive tried to pull the codes but every time I do they are all from the History and not active codes and unrelated.
Also one more thing, when I was at a light and it turned green, as I let off the clutch and gave it gas the car almost stalled, stumbled for a while and loss power, almost as if I was out if gas but am not, and It wasnt because I let off the clutch too fast, felt as if I had a sudden loss of power.
Could this be related to the Air pump???

Not sure about any of the other stuff, but I would clear the old codes. This should tell you something if the CEL comes back on.
