The dash lighting is basically just 12 volt bulbs with an external power input. If it seems to go brighter when you rev the engine the problem may be with the charging system. Get a multimeter and check the alternator output. Should be close to 14 volts cold then settle a little lower when warmed up. Battery should hold 12 volts, any less take it to the auto parts store and have them check it out. Take the alternator if it doesnt have the above voltages.

Engine idling and cluster flickering, unplug the alternator and if the flickering stops, you have a defective voltage regulator inside the alternator. You can replace the voltage regultor yourself or buy a replacement alternator. Parts places can test your alternator but they cannot find oscillating voltage regulators.
