Default Does Car Need to be On?

Hey everyone, this might be a stupid question but I finally had time to check the fuses by the passenger door. I used a 12 volt tester and pulled out each fuse and check to see if touching where the fuse goes in whether I would get a reading. For some reason, some contact areas would light up my tester but others wouldn't. However, with the fuse out the item wouldn't work but if I put the fuse back in, it would work. I thought, okay, maybe some need to have the car on for me to check with the tester. When I turned on the car and pulled the fuse, I still didn't get any voltage. I'm wondering why this is happening? Any advice would be appreciated, Ed

I think maybe its completing the circiut with fuse in.
Put fuse in then take tester and touch the exposed metal on the fuse.
Theyre there to test fuse \circiut without pulling them out at all.

I also tried that. It's another tool that touches the two areas on top of the fuse. No reaction.

the component, fuel pump, example, has to be "in the circuit", yes, otherwise fuse isn't, my understanding of it. use your continuity light in fuse socket for FP , turn key on, light will be on for 2 secs.

UPDATE - I checked the fuses for both the panel lights and tail lights and they are both good. However, when I turned on the lights and made sure the rheostat was turned correctly, I tested the connectors for the panel fuse and no voltage. Even made sure to scratch it some to ensure no corrosion was causing it. I checked the connectors for the tail lights (which are not working) and there was 12v both sides of the fuse.
