Default Air conditioning problem?

I have an 84 and haven't used the air conditioner very often. I have used it though. Yesterday I used it and the car started surging, turn it off and the surging stops. I lifted the hood when I got home and it seems to cycle very quickly, like on and then off real quick. I have checked my fsm and couldn't find what could be causing this problem. I thought maybe low freon or maybe a pressure switch or something. Anybody have any ideas on what it could be. Oh it it very hot here about mid 90's. I have never noticed the surging before yesterday.

Whenever the a/c is ON the engine bumps the idle UP to prevent stalling. If the compressor is cycling quickly from either extreme high pressure or flirting with very low pressures, that causes surging. Each time the compressor comes on the ECM bumps the idle and releases it each time the compressor goes off.

Only way to know if and how low it may be on charge is with gauges.
