diaphragms can go bad. If you want to take it into your own hands, you can rebuild it yourself on the kitchen table. You can get a rebuild kit from Mid America, Summit, and I'm sure a few other places.
Here is how you do it.....Pull the plenum, remove the screws around the perimeter of the FPR, pull old diaphram out , make sure surfaces are clean, put in new diaphram, put cap back on and replace and tighten screws, replace plenum..All done..If you want to get an adjustable FPR and put that on instead of the stock cap you can get these for around $50.00......WW

Looking at my FPR on a 95 LT1, it doesn't look like you can take it apart. Where the diaphram would be the outer edge is not held together by screws, but is crimped. There must be a difference between the L-98 and the LT1/4 FPR.

This procedure is only for L98 motors.. I have a 89, same as the OP..WW
Thanks for the tips, I'm not sure if the LT4 is different than the LT1. You do need a special torx bit, they have a security hole in the center of the bit. Think these we're used to keep the average Joe from messing with the smog system. You can get the right bit @ Sears for $7.99 part # 925702, it has 6 of the most common used bits and will work on the FPR. . .
Took less than 1/2 hour to get to the regulator and once inside found the seal ripped. Will button it all back up once I have the new part and be back on the road. .
