Hey Jeff. I have had some problems with my a/c controller ( 89 coupe) Thanks to Paul in Cal. I have fixed my circuit board (bad resistors and bad solder connections) Paul in Cal. was a great help working it out seems to have helped as far as control, everything seems to be ok buttt, I have no heat I believe the problem lies at the actuator, the plastic arm seems to be solid but no movement. Do I need to remove dash to access the actuator ?
I here you have been threw this one. Any suggestion would be a great help.

Which actuator? the Temperature door one? if it the Temp Door motor, you can do it with removing the dash.. just drop the Hush panel on the driverside and you should be able to see it. black box with a rod going towards the firewall.
You may want to get the Service Manual and run through the test procedure. I had the same problem and fixed the Programmer Resisters and the programmer still ended up being bad.
