Default EGR Error

Hi everyone. Well, yesterday started out great but know there's something wrong. I was on Craigslist yesterday looking for parts for my 96 coupe automatic. I re-freshed the page and there was a new listing. It was for a see-thru top. It is almost perfect with 1 1/2 inch light scratch and it still had the GM sticker. He wanted only $350 but I talked him down to $300 because he was moving and had to get rid of it. It came with all the parts and the weatherstripping was perfect. I put the top on and on the way home the dreaded service light turned on. I had just filled up gas and thought that the gas cap wasn't on correctly. I reclosed the cap, pulled off the negative battery cable. I re-connected the battery cable and the service light was off. I thought that fixed the problem but then the light turned on again. I went to a mechanic that will scan your car for free. The unit said "P0400, EGR flow". What does that mean and can I fix it myself? Any help is appreciated, Ed

You should be able to find code information on the "search" function here on CF. The OBDII diagnostics are fairly specific.
