There is a small metal locking tab inside the **** that has tension against one of the high parts of the shaft. You insert a small tool into the notch in the back of the **** and push toward the **** to lift the metal tab away from the shaft. Here's what this looks like (the yellowish stuff is epoxy -- my **** used to fall off so I glued it on the shaft forever):
A second method is to take off the dash pad and push in on the locking button with a spring on the side of the switch to release the shaft. Pull the **** out all the way (headlights on) and push the button to release the **** & shaft. Here's a pic of that, looking down on the top of the headlight switch through the windshield. The spring/button (looks like the head of a nail) is just below the shiny rectangular area in the middle side of the headlight switch. I made a hole in the side of my dashboard (after taking off the bezel, of course) so I can push in on the button without taking off the dash pad. This method goes WAY back -- my '57 Chevy had a button like this.
