I did a custom install for my ECU, so I know exactly which fuse to pull. But, you should be able to find out in a shop manual. Or maybe the fuse block has a fuse that says "Engine" or "ECM"?
Anyway, I pull my fuse. The battery terminals in a C3 are much more of a pain to access than the fuse block I installed under the hood :)

There's a lead (wire) coming from the battery (a small red one) with a connector on it. It will probably be found about under your brake vacumn booster.
It's molded in with the + battery cable end on my car.
Disconnect the connector, wait 10 seconds and plug it back up.
This should reset your ECM.
IF not the negative battery lead is dirt simple to get to. Disconnect it, wait 10 seconds and reconnect it.
With EITHER of these methods I think you will lose all your radio presets along with resetting your ECM. Bummer but what are you gonna do?
Note: The following is NOT RECOMMENDED!
Of course the ECM is sitting right above the battery.
You "could" disconnect the 4 plugs to it.
But the manual says before doing so to "disconnect the battery".
If you like taking risk, disconnect the ECM plugs. They are pretty easy to get to. Note: I HAVE done this with no harm but it was on a day I felt really lucky....actually I forgot.. ...
