I have a 1989 vette, How do I find the VATS code to make a new key.

Take the key to a locksmith and have him read the key
or use a DVM to measure the pellet resistance.
Compare with key codes here to determine what # you have

if you're asking this question due to losing your keys, its a bit more labor intensive, as is the description of how to do it.

I did not lose my key, I would like to just get a spare key as I only have one set. Thanks for the replies.

any locksmith, if you take a multimeter and read the resistance prior to getting it done and know the code it will save you time
