Correct. I saw the guy doing hot test (assembled engine run at engine plant for quality checks) at Tonawanda install the small balance weights in 1969. They are to fine-tune the internal balance.

I would do as previously stated,to look at the one you take off & transfer the weights if they are not in same location as new balancer.Remember to mark the position of the old balancer to crank before removal since there is no keyway(and the new balancer can be installed at any position).I would remove the crank bolt & use a automotive paint marker & run a straight line from 12 o'clock on balancer down on crank,down to the 6 o'clock position on the balancer.Make same line on new balancer & install on crank so the lines line up properly,that way you know the new balancer was put on the exact same position,& the weights are installed in same location/position as old balancer
