Default 91 L98 doesn't start

My 91 l98, will not start. It will run on starting fluid only. Soon as I quit spraying it dies. I have 45 psi on the fuel, spark is good also. I have a feeling the injectors aren't pulsing. It doesn't show a code, just 12 which I think means it didn't find anything. I'm open to any suggestions

If you have someone crank it while you touch the injectors, you'll feel them pulsing. If not you know for sure where to start looking.

You can also check your INJ1 and INJ2 fuses in the fuse panel located in the drivers side door to make sure they are not burned out.

You can check the voltage on the injectors to see if the ECM is pulsing them. Use a DVM or test light to probe an injector connector while cranking. One will show 12 volts all the time (from the INJ1 or INJ2 fuse). The other will pulse (light green or light blue wire). The ECM fires all 8 injectors at the same time so it doesn't matter which bank you check.

The three most obvious reasons for no injector pulses are VATS, high TPS voltage and no reference pulses from the distributor. VATS is probably OK if the engine cranks.

One more thing is a shorted injector that is pulling enough current to shut down the injector driver.
