Should be a resistor set in the top of the evap box. The coil for high speed may be burnt in two. I have C68, it doesnt have that but your 85 probably does.

My AC works on all notch settings except the high, I replaced the blower relay and that did not help.
Have you confirmed power available on the red wire at the relay (direct from batt?)
Not shown in diagram but I suspect a inline fusible link installed close to the starter on your car
Have you confirmed new relay is actually being operated?
Blower switch on dash may be faulty in hi position ( only )

Hi speed power goes direct from batt through the relay to blower motor
I replaced the relay in my 85 and it did not fix the problem, I then ran a hot wire to the relay slot that is the high blower position and the blower worked. I then pulled the relay and noticed that I had bent the prong when I installed the new relay. Straighted the prong and blower motor worked. If all works when you wire it direct and the relay is properly installed, and the motor still does not work in high postition, then it is likely the switch.
