Surging is usually a vacuum leak...if there are no vacuum leaks, you will need to reset the IAC and re-set the minimum air speed and TPS again.

I have found that with my cars, when an engine was rebuilt and some mods were done,it wouldnt run right until I reset the IAC,minimum air speed and TPS again.

This even happened after a full exhaust change,it kept surging and stalling and resetting the minimum air speed, tps, etc fixed it and it ran like it was supposed to.
(I think originally it was off somewhat)

Also be sure the timing is correct and everythings connected.

That's deffinately a vacume leak. You wouldn't think all of those crazy little hozes did anything, but when you leave one unhooked or leaky it screws everything up. Good luck finding the leak
