Default Cooling Fan Question

I've got a questiong concerning the right (passenger side) cooling fan. When/what temp should this fan kick on? It does not appear to be operating. I've checked the under hood fuse block, fuses are good. The left (driver side) fan will kick in when the A/C/defroster is turned on, or at 228 degrees like it should. The car consistently runs 190-194 degrees running down the road, which I believe is about right for a stock LT1. I'm thinking maybe the fan itself is bad, or possibly a relay. Any suggestions? Thanks

Jeff

Factory settings are on at 228 degrees for the low speed fan and 235 degrees for the high speed fan.

Just an FYI with my vette sitting and idling the low speed fan is enough to keep it cool. The engine coolant temp will not get high enough to turn on the high speed fan.

Thanks, didn't know what the high speed fan setting was......guessing since I've never seen mine get over 228 is the reason I haven't seen the other fan kick on
