Question about flow #'s

Question about flow #'s
Purely for my knowledge. When I look at Flow #'s on a intake. Do I try to match that with the max flow at lift that the head flow #'s come in at? Is it that simple? I went on recommendations for my build so it worked well. I'm just wanting to understand better how it all works.

Some of it depends on runner length and overall design;
They say you want the intake to outflow the heads by 20 cfm or so.
Never looked into the real science of it makes sense though.
