ya folsom thanks for that info on the cam. But I replaced the opti-spark with a GM and MSD wires and ngk plugs plus water pump the day before the test. I thought the same thing you did, still failed
seems you're idle was awfully low (709 rpm); wasn't the smog man willing to sit in the drivers seat and rev the engine to a higher (but acceptable) rpm ?
also my 96 when tested had a new set of Bosch III injectors from FIC . these are vastly superior to the original MultiTeks. If you have the time watch Fuel Injector Connection's video of side by side visual testing of Bosh III injectors versus stock injectors. The results speak for themselves.
One last thought, if you haven't done it already, change out the fuel filter (on the passenger side frame rail by the catalytic converter).
This was during a wet winter. when I finally took it apart , I found that of the two hoses in the vent harness, the one leading from the intake coupler to the opti had been cut by the serpentine belt and the one leading from the opti to the intake manifold was oil soaked and rotted through; when I opened up the opti itself, I found it wet inside and the copper terminals (what was left of them) were green from moisture induced corrosion; the contacts on wiring harness that plugged into the opti were also green from corrossion due to moisture. But, up until the very night it finally quit, it ran, and ran well.
