1985 ECM diagnosis?

1985 ECM diagnosis?
How do I diagnse ECM on a 85? Car is stock except 24# injectors with AFPR.
I suspect ECM is bad because of the following reasons. No codes set. TPS voltage is good. Timing set to spec. New MAF. Runs good most of the time. Sometimes idles erratic. Will not pass smog check. Ok at idle, at 2500 RPM Hydrocarbons go through the roof, about 800PPM. All basic ignition components have been replaced. Plugs, Cap, Rotor, Plugs, & Wires. Didn't help anything. AFPR is set at lowest adjustment. No vacuum leaks. Any suggestions appreciated.
