Don,t they use a Smaller valve hole to make the shocks stiffer, or is it more to it than that?

WAY more to it...

There is a series of slots in the inside tube...where they are and how big the slots are determines the rebound rate of the shock...

Oh, and it changes with speed...as it increases the inner tube rotates around and changes the rate even more.
