Rear Tie rod question

Default Rear Tie rod question

I finally finished doing the rear suspension on my 96, almost. The last thing I need to put on is the right side tie rod. I took this off as one piece, both sides and the center/inner and did not spin the rods much as I wanted to be able to bolt it back on and be reasonably close to aligned. I'll be taking it in this week for 4 wheel align. anyway, the outer tie rod does not even come close to hitting the jam nut. Do I just bolt it up and take it in or do I turn the inner tie rod out to make up the difference. The nut is not supposed to turn on it's own right, it's fixed to the rod. I could take off the strut rod and that might allow me to push the whole knuckle in but then I'll battle with getting that back on. any advice? hopefully you can see what I mean in the pics

I was also wondering about the eccentric camber nut. I didn't touch those, this is how they were set up. Is it normal for one side to have the hash marks on the top and the other side to be on the bottom? I don't know when the OP last did and alignment or who did it, should I trust my local garage to do this or does it require a corvette or GM garage. I know the mechanic pretty good at the local place and I have the FSM. Would I be out of line asking him if he would want to look at? I want to get it right after going through all this work
