Mine was notchy when I bought the car, sat on dealer lots too long I think. It's since loosened up and is really good. Might wanna check the throttle cable for kinks/wear/gummed-up etc.

Check the butterfly on your TB. Sometimes if it is dirty it will stick in the closed position and you will feel it in the gas pedal. A good cleaning just might do the trick.
