1989, It was just screwed to a plastic cover on all the wires coming through the firewall. I broke the cover off in anger trying to get the clutch pushrod back on, so now this is just stuffed up there.
Ambient Overide Temp Sensor. Normally closed, it opens at 32 degrees and kills Cruise. It's simply a ground from the Dash (D7 Light Blue) to the Sensor and then it goes out (Black/White) with the ECM harness behind the right head and to the bellhousing. Earlier Years ran it through the Big Connector behind the battery but it went through the bottom and water would accumulate inside of the Connector and rust it out.
So I was close (not)....so what is the purpose? I would imagine you wouldn't want to be in cruise on icy roads....but the fact that this is inside the warm passenger compartment makes me think that I am wrong again.....
well it was mounted on a piece of plastic no way shape or form grounded to the mount. Don't really understand what it does still but seems like it won't matter. I'll just stuff it up there and forget about it.
You need to make sure you don't open the ground or black/white pass the splice which is one of the ground circuits for the Display - do that and the Display goes dark. Disconnect it and it will kill Cruise. Specs are outlined in the Electrical Supplement and even there it's wrong as it shows it closing the Circuit at 0 C (rather than opening the Circuit). The Display Pinout shows it correctly - normally closed (which is how GM wires sensor circuits).
Had to get mine out of the way to do the clutch pedal bushing which, by the way, was a colossal waste of time since the bushing was fine even with 120,000 miles on it. Should have just checked for right left pedal play and been happy it stopped sqeaking when I lubed it. Was wondering what that switch did. So why no cruise with passenger compartment below 32 deg f? Something like ice on the shoes being a problem?
I'm still confused on what the purpose of this ambient temp switch actually is. Why is it there?
The Ambient Temperature Switch is used by the Dash Cluster
to compensate for the LCD's slow response when exposed
to cold temperatures which can cause a blurred image.

Sounds good and much better than my understanding. Probably explains why my Dash dims with the a/c on . . . I'll need to change vent position for the time being.
